Healthy Communities, Sustainable Communities

At the Institute's Symposium in 2006, it was clear that OPPI members were committed to creating and fostering healthy communities throughout Ontario, because they recognize how land use planning decisions shape us in ways that we are only just beginning to appreciate - obesity, heart disease, mental health, social isolation, nutrition, and air quality.

In keeping with this commitment, OPPI has prepared a Call to Action and position paper - Healthy Communities, Sustainable Communities focusing on healthy and sustainable communities that emphasizes the importance of urban design, active transportation, and green infrastructure. The paper also explores the links between public health and land use planning and includes strategies for collaborating on tangible actions that result in healthier communities.

Member Input Requested on: Agency Cluster Project Interim Report

The Agency Cluster Facilitator is working with five tribunals in the municipal, environment and land planning sector to find ways to improve services through cross-agency coordination and cooperation of operations, administration and dispute resolution. The five tribunals are: the Assessment Review Board, the Board of Negotiation, the Conservation Review Board, the Environmental Review Tribunal and the Ontario Municipal Board.

An Interim Report has been released which summarizes the information collected to date, identifies the facilitator's proposed options for change and solicits written comment. Copies of the Interim Report, Backgrounder and News Release can be found at: http://www.gov.on.ca/MGS/en/AbtMin/111310.html.

The Policy Development Committee would like to receive input from the membership. Members who would like to contribute to OPPI's submission are requested to send in any comments to policy@ontarioplanners.on.ca by February 14, 2007.

OPPI Comments on Bill 51, An Act to amend the Planning Act and the Conservation of Land Act and to make related amendments to other Acts

On February 24, 2006, the Ontario Professional Planners Institute (OPPI) provided comments to the Ministry of Municipal Affairs and Housing on Bill 51, an Act to amend the Planning Act and the Conservation of Land Act and to make related amendments to other Acts. These comments are the result of input provided by more than 225 OPPI members through a District and email consultation program.

OPPI congratulates the government for attempting to strike a balance between community, development interests, and municipal objectives. Bill 51 provides additional tools for community building and should help municipalities gain greater control over their own processes.

There are also several issues that OPPI believes need to be addressed by the government before Bill 51 is approved and implemented. The full submission details these issues. OPPI is committed to working with the government as the Bill 51 process evolves.

OPPI Comments on Bill 43, An Act to Protect Existing and Future Sources of Drinking Water and to Make Complementary and Other Amendments to Other Acts

On February 3, 2006, the Ontario Professional Planners Institute (OPPI) provided comments to the Ministry of the Environment on Bill 43, An Act to Protect Existing and Future Sources of Drinking Water and to Make Complementary and Other Amendments to Other Acts. These comments built on our earlier comments of August 20, 2004, on the Drinking Water Source Protection Act and April 8, 2004, on the "White Paper on Watershed-based Source Protection."

OPPI supports Bill 43 and believes it addresses the recommendations of the Walkerton Inquiry on source water protection. The OPPI submission focuses on the relationship between the Planning Act and Bill 43. It is difficult to understand this relationship and OPPI recommends additional clarification.

OPPI Comments on Places to Grow: Proposed Growth Plan for the Greater Golden Horseshoe.

On January 25, 2006, OPPI submitted comments to the Ministry of Public Infrastructure Renewal on the Places to Grow: Proposed Growth Plan for the Greater Golden Horseshoe.

OPPI supports strong policies and mechanisms to direct anticipated growth in the Greater Golden Horseshoe (GGH). OPPI continues to be impressed by and supportive of the extent and breadth of the amendments proposed by the Province of Ontario through Places to Grow and Bill 51 initiatives. We commend the Province for the substantial work undertaken and its extensive consultation efforts. The dedication and hard work of the PIR and MMAH staff are apparent in the revisions to these initiatives.

OPPI solicited comments on the Proposed Growth Plan of November 2005 from our members through our Policy Committee and have summarized these comments in the submission.

OPPI Comments on Proposed changes to Minimum Distance Separation (MDS)

On January 27, 2006, OPPI submitted a response to the Province on proposed changes to Minimum Distance Separation (MDS). These comments were prepared by the Agriculture and Rural Working Group of the Policy Development Committee, which consists of Registered Professional Planners from the southwest, central and eastern parts of Ontario.

The usefulness of Minimum Distance Separation (MDS) in rural Ontario is evidenced by the widespread inclusion of MDS in official plans and zoning by-laws across Ontario, especially in areas of intensive livestock farming. OPPI supports the government's proposal to update and clarify the MDS.
