Understanding Legislation for Planners
Planning operates within many legislative frameworks which affect planners and their day to day activities. This myriad of legislation can at times produce complex and frustrating issues for planners and organizations when they apply and use the legislation.
Understanding Legislation for Planners is a one day course designed to help planners read and draft legislation. This course covers:
- The role of legislation in the planning framework
- How legislation is enacted and implemented
- Principles of statutory interpretation
- Overview of legislation relevant to Ontario planners
- Jurisdictions and interrelations of planning legislation
- Guidelines for drafting municipal by-laws
- Applying, interpreting, and challenging legislation
This course focuses on legislation that is applicable to Ontario planners, touching on relevant precedent decisions of the courts and tribunals related to legislative interpretation. Participants are provided with resource materials related to the legislation, relevant readings and case law. In addition, practical examples of drafting techniques arising in land use planning are covered.
